This special joint panel was co-organized in collaboration with the Center for South East Asia, Australia and Oceania at the Institute of Oriental Studies RAS to discuss the influence of rising powers on processes of international cooperation and security in the Asia-Pacific region. First, we would like the panel participants to emphasize differences in approaches to security issues driving the politics of this region’s states and to see into its existing representations. We are interested in exploring how political discourses turn into actions in a situation of modern power shift and how international actors maintain the balance of power. We would also like to raise a question about power-to-access and power-to-control of non-Asian states engaged in this complicated network of international relations. We invite speakers who are dealing with foreign policy analysis of China and United States in Asia-Pacific and especially those who compare these two countries’ strategies and struggles over regional dominance. We expect papers that present empirical data and case studies which could include analysis of political power connected to conflicts (such as territorial disputes in the South China Sea) and more general considerations of accumulation of hard and soft power resources by states of the Asia-Pacific region.
